Rinat Akhmetov Humanitarian Center started helping Donbas civilians with food products in August 2014. The humanitarian aid is provided to the most vulnerable categories of population: elderly and disable people, families with many children, orphans, etc.
Who can be provided with it?
Government-controlled areas
Survival kits are issued only to internally displaced persons, who are registered according to the established procedure and belong to the following categories:
- people with the 1st and the 2nd disability groups
- single parents with children under 18 (including widows/widowers)
- families with many children (3 or more children, all of them are under 18)
- retired people older than 65
- families raising disabled children
- families with adopted children, orphans and children, whose parents have their rights annulled
- disabled veterans of the Great Patriotic War (World War II); people, who obtained disability due to liquidation of accident consequences at Chernobyl nuclear power plant and those equated to disabled war veterans; disabled veterans of Afghanistan war
- people, who are registered in district administrations for labour and social protection of the population as low-income individuals
- pregnant women of any gestational age that are registered according to the established procedure
- orphaned children under 23 years old

Packages are issued only to the following categories of local residents and IDPs, who are registered according to the established procedure:
- people with the 1st and the 2nd disability groups
- single parents with children under 18 (including widows/widowers)
- families with many children (3 or more children, all of them are under 18)
- retired people of 65 and older
- families raising disabled children
- families raising adopted children, orphans and children, whose parents have their rights annulled
- disabled veterans of the Great Patriotic War (World War II); people, who obtained disability due to liquidation of accident consequences at Chernobyl nuclear power plant and those equated to disabled war veterans; disabled veterans of Afghanistan war
- people, who are registered in district administrations for labour and social protection of the population as low-income individuals
- pregnant women of any gestational age that are registered according to the established procedure
- orphaned children under 23 years old
- IDP families with one or two children under 18, if they have a status of family in difficult life circumstances (an exception make the settlements with no operating Social Security Administrations)
- babies from 0 to 35 months old (children survival kits)
Non-government-controlled areas
The operation of Rinat Akhmetov Humanitarian Center in non-government-controlled areas was blocked on February 28, 2017, and later it was forbidden. The Center is ready to renew the issuance of humanitarian aid in non-government-controlled areas, as soon as it becomes possible.
