PROVISIONS of Tender “Encouraging Scientific and Social Applied TB Researches”
In 2007, the Foundation for Development of Ukraine started implementing national special projects. One of them is Encouraging Scientific and Social Applied TB Researches. The project targets to develop and improve existing methods and techniques of diagnostics, treatment and TB prevention with adults, children, and youth. It is crucially important for the Foundation to encourage scientific and social applied researches which can be implemented in very short period and contribute to TB elimination in Ukraine.
SECTION 1. General Provisions
1.1. The Foundation for Development of Ukraine (hereinafter referred to as “Customer”) announces an open tender to select the best national and social applied TB researches.
1.2. Place and deadline for applications submission. Applications shall be submitted by the bidders (hereinafter referred to as Participants) to the following address: Foundation for Development of Ukraine, 29g Yaroslavov Val Street, Kiev, 01034, Ukraine; before 18:00 (Kiev time) on 31 October, 2007.
1.3. Procedure of applications submission: in person, by post or express mail. If the bid has been sent by post or express mail, it must reach the Foundation’s address by the date specified in the Cl. 1.2.
1.4. Time of applications opening: 10:00 (Kiev time), 1 November, 2007.

1.6. The Participant covers all expenses related to preparation and submission of his/her application, and the Customer is in no case responsible for these expenses irrespective of the tender results.
1.7. Applications shall be prepared in Ukrainian or Russian.
1.8. The winner will be announced before 1 November 2007.
1.9. The Customer will conclude agreements with the competition winners which will regulate terms and conditions of projects execution and funding.
1.10. Copyrights will be secured by additional agreement.
SECTION 2. Tender organizer
2.1. The tender is organized by the Foundation for Development of Ukraine in partnership with the Ukrainian Ministry of Health Care.
2.2. The tender organizer ensures:
• equal conditions for all Participants;
• transparency of the winner selection procedure and unbiased attitude of the tender committee towards the Participants;
• protection from disclosure of information on tender results before the date of the official announcement.
SECTION 3. Winners selection criteria.
3.1. The tender shall comprise one round without preliminary selection of Participants and qualification requirements.
3.2. Selection criteria:
Group I
• Subject/object of research;
• Research objective;
• Research methods;
• Results of research and their innovative character;
• Application opportunities of the research; integration of research outcomes into TB treatment and prevention practices;
• Application area;
• Cost effectiveness of a research.
Group II
• Research implementation timeline;
• Research schedule;
• Research budget.
3.3. Applications will be considered by the tender committee that will provide an expert analysis from scientists and specialists in the area of TB.
SECTION 4. Tender committee
4.1. The tender organizer shall establish the committee and approve its members.
4.2. The committee shall consist of:
• Customer’s representatives;
• Representatives of the Ukrainian Ministry of Health Care;
• Representatives of Yanovskiy Phthisiology and Pulmonology Institute;
• Representatives of national, regional and international research institutions, which are not participants of the Tender.
4.3. Detailed information about the members of the tender committee will be also placed on the Customer’s website in October, 2007.
4.4. Voting by the tender committee members shall take place in one round.
4.5. Review of applications by the committee members starts once submission of applications has been over (see Cl 1.4. of Section 1).
4.6. Assessment of applications is carried out by every member of the tender committee individually in accordance with developed criteria (see the list of criteria in Cl 3.2 of Section 3).
4.7. Every tender committee member votes (scale of 1-10 points) in each criterion.
4.8. The final assessment of every Participant covers total assessments of all the members of the tender committee on each criterion of Cl 3.2 of Section 3.
4.9. The committee shall select 3-5 winners who will score the most points. The number of winners shall be fixed by the Committee in compliance with the Foundation budget allocated by the Foundation for support of scientific and social researches.
SECTION 5. Guidelines for Bidders
5.1. Procedure of applications submission:
5.1.1. Applications are submitted by Participants within the timeline specified in Cl. 1.2. of Section 1.
5.1.2. The Customer reserves the right to make decisions about extension of the application submission timeline before termination of the previous period set for submission of applications (information on the timeline changes will be placed on the Customer’s website). In that case, the period of validity of all competition terms and conditions is extended including a new applications submission deadline.
5.1.3. A Participant can submit only one application.
5.2.Preparation and submission of applications:
5.2.1. A tender application must cover the following sections:
• General Participant profile;
• Research title;
• Importance of research today;
• Research goal;
• Research objective;
• Expected results;
• Research methods;
• Project schedule;
• Project implementation timeline;
• Application opportunities of the research (details about how the research results can and will be used to improve the situation with TB for better);
• Specialists involved;
• Project budget including cost certification (calculation) by expenses;
• List of additional papers (cover letters, letters of support, etc.).
5.2.2. Researches of prior importance (both scientific and social):
• Children and youth: morbidity, quality of primary prevention measures; vaccination; infection level; age groups and other issues (covering the methods and techniques of TB combat in the present group);
• Homeless children: TB morbidity and mortality (covering the methods and techniques of TB combat in the present group);
• Treatment: early diagnostics, effective treatment control, etc;
• Reasons of chemicals-resistant TB and its treatment methods;
• TB in rural areas;
• Control over TB medicines quality;
• Extrapulmonary TB;
• Effectiveness of laboratory work;
• TB patients in working environment: violation of human rights, discrimination;
• TB in penitentiary system: developing an effective TB treatment and prevention strategy;
• Prospects for medical and social TB services development: involving NGOs.
5.2.3. Issues which are outside the category of prior importance shall be reviewed by the Committee after analysis of the priority researches.
5.2.4. An application shall not exceed 10 pages: font 12 (preferably Times New Roman), in text editor (preferably Microsoft Word).
5.2.5.Application (with all documents) shall be enveloped, sealed and marked as follows: Tender Name, to Tatyana Bilyk, Foundation for Development of Ukraine, Foundation’s Address (according to the Cl. 1.2. of Section 1).
5.3.The Customer shall confirm receipt of the application from the participant and the date thereof, should the Participant make a written inquiry.
5.4. Only questions received in a written form, via e-mail or fax are reviewed. The questions received in a written form and answers will be placed on the Customer’s website to ensure transparency of the tender.
5.5. Applications and all related documents shall be written in Ukrainian or in Russian.
5.6.Participants shall bear the risk of failure of his/her application to meet the deadline or non-reception of the application by the Customer.
SECTION 6. Tender Results
6.1. Tender results shall be summed up in period from 1 November to 30 November, 2007.
6.2. The winners will be announced before 1 December, 2007.
6.3. The winners will be announced on the Customer’s website (http://www.fdu.org.ua/) and in the media.
