Rinat Akhmetov's Foundation for Development of Ukraine supports the position of Ravil Safiullin, Minister of Family, Youth and Sports, as for the institutionalization of establishments for orphans and children deprived of parental care. In particular, R. Safiullin said that the Ministry should not maintain and strengthen the system of orphanages by admitting to these establishments both orphaned children and children from problem families whose parents have material and social difficulties. What we need is a European model of small orphanages for 12-15 children. The analogue in Ukraine is family-type children's homes.

It is much easier to prevent the problem than to solve it. Therefore the state must strengthen cooperation with the social and medical services that are usually the first to spot the parents' attitude to the child and the family's situation, which can help to prevent many problems.
