On 29 January 2008, President of Ukraine Victor Yushchenko issued a decree approving members of the National Charity Council titled "Giving a warm love to a child" established under Decree of the President of Ukraine No. 1238 dated 19 December 2007 On National Charity Council "Giving a warm love to a child ".

Earlier, on 12 December 2007, the meeting between the Head of the State and representatives of the state authorities and large businesses held under the slogan "Giving a warm love to a child" saw a declaration made by Victor Yushchenko stating his intent to call 2008 the Child Adoption Year. Rinat Akhmetov, the President of the Foundation for Development of Ukraine, supported this initiative and allocated UAH 15m for large families.
