TOGETHER AGAINST TB


1. GENERAL PROVISIONS


1.1. The contest for the best regional media coverage of TB prevalence (hereinafter referred to Contest) is a part of the regional program Fighting TB Epidemic in Donetsk Region in 2007-2011 approved by the Donetsk Regional Council on 31 May, 2007 No. 5/10-199.
1.2. To project goal is to raise awareness and involve the public in a wide range of measures against TB spread.
1.3. The primary goal of the contest is to assist in involving the media to wider, more objective and competent coverage of TB-related problems and encourage stories (publications, TV-programs, reports, information messages) targeted to:

 inform population about gravity and wide spread of TB epidemic in Ukraine, in particular in Donetsk region;
 ensure understanding of TB-related problems;
 form loyal attitude towards TB-infected people and root out all types of discrimination against them and the people around them;
 to carry out awareness raising and preventive activities for population related to diagnostics, treatment, and prevention of TB;
 stimulate creative initiatives and raise mass media competence in the area of TB coverage;
 improve cooperation between national and local governments, doctors, NGOs and businesses involved in tackling the problem of TB in Donetsk region.


1.4. Subject and Participants of the Contest.
1.4.1 The contest subject covers any mass media reports on TB problems
1.4.2. The Contest is open to any regional print and online media, information agencies, TV and radio broadcasting companies that cover and produce materials about TB.
1.4.3. Materials submitted to the contest must be published in media in the period from 1 January, 2008 till 20 November, 2008 and have appropriate confirmation.
1.4.4. The materials submitted to the contest must not be published in any media before or nominated for other contests.
1.4.5. The number of applications from each participant is not limited.
 

2. ORGANIZER OF THE CONTEST


2.1. The contest is organized by the Foundation for Development of Ukraine supported by Department for Press and Information of Donetsk Regional State Administration.
2.2. The Organizer of the contest guarantees: 

- equal conditions for all the participants of the contest; 

- broad announcement of the contest;

- confidentiality of information about contest results until the time of their official announcement; 

- financial support, as well as material and technical provision of the contest.

 

3. PROCEDURE, APPLICATION, AND SUBMISSION DEADLINE.


3.1. To participate in the contest the application and materials must be submitted to the address of the Contest Organizer.
3.2. The editorial offices, founder(s) of editions, TV companies, and online media, NGOs, members of Donetsk Regional Union of the National Union of Journalists of Ukraine have the right to nominate their participant to apply for the contest.
3.3. The applications for the contest may be submitted in a free form but must include

 participant profile including name of organization, its legal and actual addresses, telephone numbers, circulation of the edition/audience for a broadcasting company;
 special statement by the editor-in-chief, chief-executive or founder of a non-governmental organization, Head of the Donetsk Regional Union of the National Union of Journalists of Ukraine;
 short application summary.
3.4. Materials shall be submitted in two copies:
 print articles (stories) shall be submitted in their original form as publications;
 audio materials shall be submitted on audio cassettes or CDs with transcript including date and broadcast tracking information;
 video materials shall be submitted on VHS cassettes, CDs or DVDs with broadcasting information;
 materials in online newspapers and websites shall be submitted in print-out form with original design of the web-page.
3.5. Advertisements and information materials released commercially shall not be accepted as contest materials.
3.6. Application deadline: 20 November, 2008 (inclusively) – i.e. 20 November, 2008 on the post stamp of the post institution of the sender marked TOGETHER WITHOUT TB.
3.7. All the materials submitted to the contest shall not be returned or paid for.

4. WINNER SELECTION CRITERIA AND MATERIALS ASSESSMENT.


4.1. The tender shall comprise one round without preliminary selection of Participants and qualification requirements.
4.2. Selection criteria
 high importance of the theme raised to build attitude of people to TB prevalence spread, its timely diagnostics and treatment;
 good and deep reasoning of the story;
 contrastive information, statistics and analytical data;
 elocutive, accurate, and clear language;
 creativity, non-standard approach to material composition;
 covering the real state of affairs, and ability of the story to bring about a wide public feedback;
 promote human values and a healthy style of living.

4.3. The quality of stories will be assessed with due regard to genre and format.
4.4. The stories will be assessed by the Contest Jury by the method of expert evaluation.

 

5. THE CONTEST JURY

 

5.1. The contest organizer shall establish the jury and approve its members
5.2. The jury shall consist of:

O.M. Vlasenko – chief specialist, Head Office of Healthcare at Donetsk Regional State Administration
S. G. Svetlichnaya – head physician, Regional In-Patient TB Hospital
G. N. Kolomiytseva – department head, Donetsk Regional Sanitary and Epidemiology Centre
I. M. Chernichenko – Deputy Chairman, Donetsk NGO “Donetsk Press Club”
O. V. Taranenko – PhD in Philology, Journalism Department of Donetsk National University.

5.3. Voting by the contest jury members shall consist of one round.
5.4. Assessment is carried out by every juror individually in accordance with developed criteria set forth in Cl. 4.2. (1-10 points in each criteria).
5.5. The final assessment of every Participant covers total assessments of all of his assessments on each criterion described above.
5.6. The contest winner as well as runners-up and participants taken the third place in each nomination shall be determined on basis of the number of their total points.

 

6. CONTEST PRIZES.


6.1. The following prizes shall be awarded to the Contest:
Best coverage of TB-related problems in print, online media, and information agencies:            

First prize – UAH 15,000
Second prize – UAH 10,000
Third prize – UAH 5,000

Best coverage of TB-related problems in audio and visual mass media:
First prize – UAH 30,000                                                                                                                   

Second prize – UAH 20,000                                                                                                                 

 Third prize – UAH 10,000

The prizes are awarded to editorial offices of the media.

6.2. The contest organizer shall reserve the right to award a special prize to the author of the best story covering implementation of the regional program Fighting TB Epidemic in Donetsk Region in 2007-2011 or the programs realized by local authorities and self-government in cities and districts of the region.
6.3. The procedure of payment to winners and runners-up shall be determined by the contest organizer.
Prize-winners will receive certificates.

 

7. CONTEST RESULTS SUM UP AND AWARDING WINNERS

7.1. The contest results shall be summed up from 20 till 30 November, 2008.
7.2. The winner will be announced before 3 December, 2008.
7.3. The contest results will be announced in regional mass media.

 

8. CONTEST ORGANIZATION

 

8.1. The contest launch date is 8 July, 2008.
8.2. Provisions of the contest for the best regional media coverage of TB prevalence shall be published in regional media as well as on the website of the Foundation for Development of Ukraine (www.fdu.org.ua, www.stoptb.in.ua) and Donetsk Regional State Administration (www. donoda.gov.ua).
8.3. The information about the contest shall be sent on behalf of the Organizer to:
 mass media;
 Donetsk Regional Union of the National Union of Journalists of Ukraine;
 Donetsk Regional State Administration and Donetsk Regional Council;
 Department of Health Care of Donetsk Regional State Administration;
 Permanent Committee for Social Politics and Health Care of Donetsk Regional Council.
