 The first Ukrainian round table of multilateral talks on the problem of professional training and lack of staff at the labor market organized by the Foundation for Development of Ukraine

 

The first Ukrainian round table of multilateral talks on the crisis situation caused by lack of professional staff in Ukraine took place on November 29, 2006. For the first time the round table involved all 4 key parties of staff training and labor market: representatives of state institutes, educational system, employers and employees.
 
The round table "Quality of training of professional staff for the labor market of Ukraine" has launched a large scale project "Ukraina Professionalnaya" [Professional Ukraine] of the SCM’s Corporate Foundation for Development of Ukraine. The goal of the project is to work our effective mechanism of interaction of the labor market with the educational system and to make it work.
 
By launching this mechanism we could forecast the market requirements in the middle-term perspective and direct the work of educational system on the basis of future requirements of employers. By implementing the mechanism we want to teach future students and their families to make a conscious choice of occupation. At present the labor market is experiencing crisis: there is huge lack of specialists of some occupations (primary technical occupations) while higher institutions keep training huge number of managers and lawyers who are not in demand.
 
"The existing disproportion at the labor market nowadays hampers the growth of the Ukrainian economy and if we keep going in this direction then in the near future the present crisis will turn out into a calamity. Today we are launching a national wide project "Ukraina Professionalnaya" [Professional Ukraine]. Within the framework of the project there will be developed a mechanism of interaction between the community, business and authorities that will provide the economy of Ukraine with the required professional specialists" - noted Anatoliy Zabolotnyi, Director of the Foundation for Development of Ukraine.

"As the result of the constructive dialogue with participation of the four parties we want to work out a plan of actions, a kind of "Road Map". We have acted as the initiator and the moderator of the dialogue; however, general success of the Project depends mostly on the readiness of the parties to work in favor of the common result. The key role belongs to the state as the owner of the process.
 
For successful implementation of the Project it is necessary to provide diagnostics of the situation, to define the position of each of the four parties of the process. All the opinions expressed within the framework of the held round table will be taken into account and presented in a single document "Positions of the participants of the dialogue". The document will be distributed between all the participants of the dialogue and presented to the community for consideration and it will serve as the basis for further work on the "Ukraina Professionalnaya" project. 
 
Foundation for Development of Ukraine is planning to take a number of actions within the framework of the Project to improve the situation, namely to introduce occupational guidance courses as it used to be and to study the best practices of cooperation of educational institutions and employers in Ukraine and abroad and to provide the case studies to all the parties concerned.
 
 
Participants of the dialogue:
•        Representatives of the state: Chief of subcommittee on the issues of vocational training of the Supreme Rada of Ukraine M.G. Lutskiy; Director of the State Employment Service V.M. Galitskiy, representatives of the Ministry of Labor, Ministry of Economy, Ministry of Education and Science;
•        Representatives of higher institutions;;
•        Representatives of employers,, namely representatives of the Federation of Employers, Conference of Employers and representatives of large private companies;
•        Representatives of employees: trade unions and students’ organizations.
