 REGULATIONS on Contest "Mass media against tuberculosis epidemics"

 

SECTION 1
GENERAL PROVISIONS
 
1.1. Goals of Contest "Mass media against tuberculosis epidemics"
 
1.1.1.      The contest for the best coverage of tuberculosis epidemics in mass media (the Contest) is carried out within the framework of the national program "Stop tuberculosis".
1.1.2.      The key goal of the Contest is to promote materials (publications, TV programs, and information messages) aimed at:
• informing the population on seriousness and large scale of tuberculosis epidemics in Ukraine;
• encouraging involvement of the population and building understanding about the problems connected with tuberculosis; shaking off the negative attitude towards tuberculosis patients;
• carrying out explanatory and preventive work with the population in order to prevent the disease and to cure it at its early stage.
 
1.2.        Subject and participants of the Contest
 
1.2.1.      The Subject of the Contest includes any materials in mass media on tuberculosis epidemics.
1.2.2.      Participants of the Contest can be regional printed editions, tele- and radio companies, information agencies and Internet publications, which have published or screened the materials about tuberculosis.
1.2.3.      The materials for the Contest shall be published in mass media from April 20, 2007 to August 20, 2007 inclusive and they should have the corresponding confirmation.
 
SECTION 2
ORGANIZER OF THE CONTEST

 
2.1.The Contest is organized by the Foundation for Development of Ukraine under the auspices of the National Union of Journalists of Ukraine.
2.2. Organizer of the Contest shall:
• provide equal terms and conditions for all the participants;
• ensure wide publicity of the Contests;
• prevent disclosure of the Contest results before the date of their official announcement.
 
SECTION 3
MANNER AND TERMS FOR SUBMITTING THE APPLICATION FOR PARTICIPATION IN THE CONTEST AND THE MATERIALS

 
3.1.Participation in the Contest shall be based on the principle of self-nomination by means of sending an application and materials to the address of the Contest Organizer.
3.2.The application for participation in the Contest shall be compiled in free form and shall include the information on the participant of the Contest specifying the name of the organization, legal and actual address, telephone, full banking information and circulation (audience).
3.3.The materials shall be submitted in 2 copies and shall include a certificate on their publication specifying the date of publication ("on-air" certificate)
3.4.The materials shall be submitted in Russian and Ukrainian.
3.5.Advertising and information materials published on commercial basis will not be considered at the Contest.
3.6.Applications for participation in the Contest shall be accepted till August 20, 2007 inclusive (for mail deliveries ?till August 20, 2007 accordingly on the basis of the post-stamp of the sender’s post) with the note "Stop tuberculosis".
3.7.The materials sent to the Contest shall not be subject to return.
 
 
SECTION 4
CRITERIA FOR WINNERS’ SELECTION AND EVALUATION OF MATERIALS

 
4.1.The Contest consists of one round without preliminary selection of participants and classification requirements.
4.2.The criteria for selection of winners are:
a)      number of information messages dedicated to tuberculosis epidemics;
b)      quality of materials, which is assessed on the basis of the following requirements:
• urgency and significance of the topic for building the attitude of population to tuberculosis epidemics;
• supporting arguments and exposure given to the topic;
• use of comparative information, statistic data and analytics;
• expressiveness, accuracy and clarity of the language;
• creativity and originality of attitudes towards material formation.
4.3.The quality of materials will be assessed by taking into account the genre peculiarities and the format.
4.4.The materials of the participants are assessed by the jury by using expert appraisal methods.
 
SECTION 5
JURY OF THE CONTEST
 
5.2.The Contest Organizer shall form and approve the Jury of the Contest.
5.3.The Jury shall include:
• a representative of the Organizer;
• a representative of the National Union of Journalists of Ukraine;
• a representative of the Ministry of Health of Ukraine;
• a representative of the Health Committee of the Supreme Rada of Ukraine;
• a representative of the Institute of Journalism of Kyiv National University;
5.4.The voting of the jury members shall be made as one round.
5.5.The voting shall be made by each jury member of the Contest on two criteria:
• quantitative indicator (from 1 to 10 scores);
• qualitative indicator (from 1 to 10 scores).
5.6.The total scores of each participant of the Contest shall be defined by adding his/her grades on each of the above mentioned criteria.
5.7.The Contest winner and the participants of the Contest for the second and the third places respectively in each nomination shall be defined on the basis of the total number of scores.
 
SECTION 6
CONTEST AWARDS

 
6.1.The following awards will be granted within the framework of the Contest:
• For the best coverage of tuberculosis epidemics in printed mass media, information agencies and Internet publications.
1st prize ? UAH 20,000;
2nd prize ?UAH 10,000;
3rd prize ? UAH 5,000.
• For the best coverage of tuberculosis epidemics on TV and at tele- and radiocompanies.
1st prize ? UAH 20,000;
2nd prize ?UAH 10,000;
3rd prize ?UAH 5,000.
• For the most active and detailed coverage of tuberculosis epidemics 30 journalists, in coordination with the editorial staff shall be awarded with a free three-day training, which is to take place in Yalta in September 2007 (travel, accommodation, meals and excursion program being at the expense of the Organizer).
6.2.The manner of payment of prizes to prize-winners shall be defined by the Organizer. 
 
SECTION 7
SUMMARIZING THE CONTEST RESULTS AND AWARDING THE WINNERS
 
7.1.The results of the Contest shall be summarized from 20 to 31 August, 2007.
7.2.The Contest results shall be announced on September the 3rd at the latest.
7.3.The Contest results shall be made public by means of publishing the results in national and regional mass media.
 
SECTION 8
ORGANIZATIONAL ISSUES OF THE CONTEST

 
8.1.The announcement on the Contest beginning is April 7, 2007.
8.2.The Contest will be presented at the conference of the National Union of Journalists of Ukraine.
8.3.Regulations on holding the Contest for the best coverage of tuberculosis epidemics by mass media shall be published in central and regional printed mass media and placed at the website of the Foundation for Development of Ukraine.
8.4.Information on the Contest shall be sent on behalf of the Organizer to:
• mass media;
• National Union of Journalists of Ukraine;
• regional authorities of executive power;
• Ministry of Health of Ukraine;
• Health Committee of the Supreme Rada of Ukraine;
