 Rinat Akhmetov’s Foundation Suggests To Make Officials Responsible for Property of Each Orphan

Rinat Akhmetov’s Foundation for Development of Ukraine (FDU) in tandem with the Ukrainian Ministry for Family, Youth and Sports initiated the Law “On organizational and legal activity of custody and guardianship agencies”. The law will regulate operations procedures of agencies to protect the rights and interests of orphans, children deprived of parental care and other individuals requiring guardianship, the FDU press office reports.


According to the Foundation’s projects manager, Dariya Kasiyanova, the new law will make individual officials responsible for housing and property that belong to a particular orphan-child, while he is in the orphanage.


“We also strive to minimize the period from the moment a child actually becomes an orphan and up to the moment he acquires the status of an orphan, which enables a child to receive social benefits and be adopted”, added Dariya Kasiyanova.


Ukrainians adopted 1,702 children over 10 months of 2008, says Lyudmila Volynets, Head of the State Department for Adrogation and Protection of Children’s Rights at the Ukrainian Ministry for Family, Youth and Sports.


“Two thousand orphans are expected to be adopted by the end of 2008. Over 10 months of 2008 10,263 children have been placed under guardianship. The figure is 2,381 higher year on year. By the end of 2008, 6,462 orphans are expected to move to foster families and family-type orphanages”, added Lyudmila Volynets.
